How do I sign up?

Registering for Lone Scouts with BSA?
Here are the basics for first steps in joining!

Download the free PDF, the Lone Scout Friend and Counselor Guidebook, No. 511-240.
This will have a great deal of helpful information! Register the scout and the adult "Lone Scout Friend and Counselor" with your local council.
* The list of local councils is here. Find what council you live in according to the list. i.e. Anyone living in Asia would register with the Far East Council.
* Send the District Executive for that council an email, containing your applications. They can help you figure out where to send the fees for your specific council.

Advancement:
Download and save this pdf.
For recording advancements, fill this form out periodically, and send it in to the appropriate person at your council (Advancement Chair, etc).

[About the Friend and Counselor, from https://www.scouting.org/commissioners/lone-scout/]
Each Lone Scout must have an adult 21 years or older who agrees to be the youth’s Lone Scout friend and counselor. It is preferred that this be one of the youth’s own parents, but also might be a minister, teacher, neighbor, or Scouter. If not a parent, the Lone Scout counselor must be approved by one of the youth’s parents.
The counselor also must be approved by the local council. Both the Lone Scout and his counselor register with the local council. Both should use the usual youth and adult application forms and pay the same annual registration fee as other members.
The Lone Scout friend and counselor helps the Lone Scout get the most out of Scouting in many of the same ways that Cub Scout pack and Boy Scout troop leaders help youth in Scouting.]

Lone Scout Patch:
Available from the online Scout Shop; your local scout shop can also order one for the youth:
https://www.scoutshop.org/lone-scout-emblem-621122.html
These are worn in the place where the Troop/Pack Numbers would go on a traditional uniform (again, detailed in the guide above).

Position of Leadership patch for adults:
There is one approved "Lone Scout Friend and Counselor" patch authorised for uniform wear. It can be obtained by contacting Mike at https://www.facebook.com/LoneScoutingUSA

Again, the pdf guide says a lot of this information, but these are highlights of some of the most important parts to know.

Hope this helps!
